Opposition deputies reinforced, this Wednesday (1st), their criticism of the administrative reform of the Bolsonaro government. Gathered at a press conference after reading the report of the rapporteur in the special committee that discusses the measure, the parliamentarians said they maintain the rejection of the text, which is being processed as Proposal for Constitutional Amendment (PEC) 32/2020.
The PEC targets the different levels of public administration, reaching municipal, state and federal employees. The rules proposed by the text fall on the Executive, Legislative and Judiciary powers, leaving out magistrates, prosecutors and attorneys of the Republic.
The text by the rapporteur, Arthur Maia (DEM-BA), maintains, on the one hand, the stability of the servers. The opinion allows, however, the dismissal of stable employees who perform functions considered unnecessary or obsolete and also foresees the loss of stability due to results considered unsatisfactory in the worker’s performance evaluation.

The criteria that will guide this possible loss of office would still be regulated after the enactment of the PEC, if the measure is approved. The opposition complains about these excerpts and also, for example, about the ten-year limit forecast for the temporary hiring of workers, which, in the group’s view, is very extensive.
The point most attacked by opponents is the permission for the conclusion of cooperation agreements between the public administration and the private sector for them to provide public services, including sharing the physical structure and personnel. For the group, the norm points to a greater precariousness of the service provided by the State, also putting in check the performance of public servants.

Deputy leader of the PCdoB bench in the Chamber and one of the coordinators of the Mixed Parliamentary Front in Defense of Public Service, the deputy argues that the proposal to release agreements points to a gradual decrease in the number of civil servants in the country and disregards the typical nature of the state .
“[Estamos falando de] a State that moderates relations, which even serves as a paradigm for the market’s own relations and which has very clear functions in relation to access, especially for those who most need it, to public policies. PEC 32 does not serve the Brazilian State, the public sector and, in the end, harms the population”, he adds.
The same speech was sung on Wednesday by representatives of civil entities that are articulating against the proposal. The executive director of the National Union of Servants of the MPU, CNMP and ESMPU (SindMPU), Adriel Gael, suggested that the rules provided for in the PEC tend to create a greater gap between rich and poor when it comes to accessing the public service.

Representative of the PT bench on the committee that discusses the PEC, deputy Rogério Correia (MG), said that the opposition will maintain the political articulation against the proposal, in partnership with the civil servants’ union bases and other entities that also reject the reform. The segment has invested in hand to hand with mayors, councilors, deputies and senators to try to avoid voting on the measure in the Chamber.
