An academic article written by two Brazilian authors about the fight against the pandemic in China was voted the “best paper among professionals” at the 2021 International Conference on Public Organization (ICONPO), organized in the second half of August by the Asia-Pacific Public Affairs Society, based in Thailand.
The conference was held virtually and brought together researchers from China, Indonesia, Malaysia, among other countries in the region – which covers East Asia, South and Southeast Asia, as well as Oceania.
The theme of the event was Digital Governance and Crisis Management after Covid-19: A Call to Action.
The award-winning text, entitled The Chinese State in Fighting Covid-19: Crisis Management in Analysis, was written by José Renato Peneluppi Jr., lawyer and Ph.D. in Public Administration from the Huazhong University of Science and Technology (HUST), and Olívia Bulla, Master in Communication Sciences from the University of São Paulo (USP), a specialist in financial market and researcher on topics related to China.
The objective of the study was to measure the impact of the performance of the Chinese State’s governance in the sphere of public administration, communicating the actions and processes carried out in the fight against covid-19.
According to the researchers, the Communist Party of China (CCP) played a decisive role in coordinating measures between different social actors – citizens, organizations and companies, for example.
In the text, the Brazilian authors mention technological tools used by the Chinese State to fight the new coronavirus, such as the use of QR Codes and the social credit system. The article also analyzes the reaction and reorganization capacity of manufacturing production in the country in a short period of time.
Olívia Bulla and José Renato Peneluppi Jr. have been studying and exchanging information and experiences on the subject for over a year.
“We realized that China’s response to combating the coronavirus was more effective than what has been seen around the world, with few exceptions,” says Olívia Bulla.
“The functioning of the political system, the economic model, and society’s own culture explain the form of combat [à pandemia] in China. All the country’s strategies to face the coronavirus speak a lot about what the Chinese state is, what market socialism is, and show the effectiveness of this system.”
With a population of more than 1.4 billion, China had about 0.12% of deaths caused by covid-19 on the planet.
Peneluppi has lived in Wuhan for eleven years and spoke with the Brazil in fact twice during the pandemic. At first, in 2020, he praised China’s efforts to respond quickly and effectively to the health crisis. On Monday, in January of this year, the lawyer celebrated his return to activities in the city, which was the first epicenter of covid in the world.
Two weeks ago, he had to be isolated for seven days to prevent the spread of the delta variant. The Chinese strictly adhered to the measures, and the routine was gradually resumed.
“O lockdown in China it runs on the basis of the four-phase policy: isolate, test, trace and treat. This method has guaranteed zero cases”, he explains.
“In more recent cases, the lockdown it did not occur in entire cities, but in specific neighborhoods and regions where cases were tracked. Isolation lasts for weeks, not more months, a result of improving the four-phase method. This makes it clear that it was never an authoritarian method”, he adds, noting that New Zealand today uses the same method as the Chinese Communist Party.
The Brazilian adds that the efficiency of “public policy techniques, central to China’s people’s war against the virus” was proven in the fight against the delta variant. However, it warns about the coming months of pandemic.
“Humanity’s future is common, and our destiny is shared. The complete overcoming of covid is only possible once all countries in the world also control the epidemic. Otherwise, new variants of the virus will threaten our future”, he concludes.
