Palácio do Planalto concealed the name of CTU Security, a company that is being investigated for involvement in the assassination of the president of Haiti, in an ordinance published in the Diário Oficial da União last July 30th. At the time, the General Secretariat of the Presidency of the Republic announced that the internal calculation in a contract made with the company was extended for another 180 days. The federal government, however, changed the pattern of previous publications on the same case and did not insert the company name in the ordinance.
It was the first time that a communication in the Official Gazette about the contract with CTU Security did not present the name of the company. The case was identified only with the number of the administrative proceeding being processed by the Presidency of the Republic.
Just over a week earlier, on July 22, the Brazil in fact revealed that the contract with the company has been the subject of internal investigation by the Executive since 2020. The report also showed that businessman Antonio Emmanuel Intriago Valera, known as Tony Intriago, is being investigated in Florida, in the United States, for participation in the assassination of the Haitian president , Jovenel Moïse, inside the Government Palace, on 7 July.
The Minister of Defense, General Walter Braga Netto, was responsible for signing the contract for more than R$ 40 million, which is being investigated in the administrative process that is currently underway in the Executive. The agreement was signed without a bidding process in 2018, by the Federal Intervention Office in Rio de Janeiro, commanded by the military.
O Brazil in fact sent questions about the “makeup” of the ordinance to the General Secretariat of the Presidency, responsible for the investigation, to the Civil House, where the Intervention Office (which is still in operation) is located, and to the Ministry of Defense, a portfolio headed by Braga Netto.

The contract with the Brazilian government provided for the delivery of 9,360 bulletproof vests to the Civil Police of Rio de Janeiro. The average cost of each vest would be R$4.3 thousand. In the first month of the Bolsonaro government, the Executive paid R$ 35,944,456.10 to the company. Three months later, however, the payment was canceled and the contract suspended.
Since 2020, the Executive determines the responsibilities for non-compliance with the contract. The investigation deadline has already been extended by 180 days three times. The new deadline only ends at the end of January 2022.
O Brazil in fact requested, via the Access to Information Law, the full administrative process that investigates irregularities in the case. The Federal Government, however, stated that the case runs in secrecy until the investigations are completed.
The waiver of bidding for purchases by the Intervention Office was a request by Braga Netto, made in May 2018, to the Federal Court of Accounts (TCU). The agency gave authorization, in June of that year, for purchases without a bidding process.
According to reports by Florida authorities, in an interview with Politico, the owner of CTU Security would have hired more than 20 former soldiers from Colombia to carry out the death of the Haitian head of state. Last week, the head of the Haitian National Police accused Intriago of visiting the country several times and of being part of a conspiracy to kill Moïse, but did not provide any further information.

During 13 years, from 2004 to 2017, around 37,000 officers of the Brazilian Armed Forces were deployed to Haiti. O Brazil in fact showed, in July, that at least eight military personnel who played a leading role in the mission held or held positions in the government of President Jair Bolsonaro (no party). Braga Netto did not work in the Caribbean country, but he has a long relationship with the US military.

Ten years ago, in 2011, the current Defense Minister was appointed military attaché of the Army Command at the Brazilian Embassy in the United States. Braga Netto remained in North American territory for approximately three years. He left his post in 2013, when he returned to Brazil to work in the security scheme for the 2016 Olympic Games in Rio de Janeiro.
Less than two years after the Olympics, in February 2018, Braga Netto was appointed by former president Michel Temer (MDB) as federal interventor in Rio de Janeiro. The intervention continued until December of the same year.
In 2019, the Public Agency for Investigative Journalism showed that eleven national and international private security and technology companies signed around R$ 140 million in contracts without a bidding process with the Brazilian government, all destined for intervention in Rio de Janeiro.
