Rio councilors want to avoid Paes’ “bitter medicine”

In the complementary bill that creates a new fiscal regime for Rio and that was presented to the City Council, Mayor Eduardo Paes (PSD) included measures that harm the city’s public servants. Therefore, councilors have already guaranteed that they will present amendments against PLC 04/2021.

According to Councilor Reimont (PT), one of the main problems is for the City of Rio to try to balance the accounts by freezing salaries and the three-year period of civil servants. “He [Paes] it does this as if these workers had not been readjusted for three years, in a period of crisis and extremely high inflation. That is inadmissible”.

In a meeting last Tuesday (31) with councilors, the president of the Association of Inspectors of Economic Activities of the City of Rio de Janeiro (Afaerj), Dalila Brito, declared that the project imposes restrictive measures on the rights of public servants. She asked for the help of the municipal legislature to stop the PLC points.

For councilor Tarcísio Motta (Psol), the change was an important step forward, but other measures that are still in the project, such as the suspension of public tenders for new vacancies, still need to be revised.

“These two items that came out were the most serious, but there are others. For example, if the city government decides to hold a new public tender because it will expand the number of schools in the city, it will not be able to do so”, criticized the Psol councilor.

President of the Finance, Budget and Financial Supervision Commission, councilwoman Rosa Fernandes (PSC) recalled the complicated history of the municipality’s accounts and says that the current reality is different. Therefore, this would not be the time to take a “bitter medicine”.

“It was not easy to catch up on the accounts. We started the year with a series of difficulties. Like it or not, lucky or not, being competent or not, today there is a favorable financial health for the city. There is no reason to sacrifice servers”, he pointed out.

The proposal

PLC 04/2021 establishes goals and actions to be adopted according to the municipality’s financial situation within the so-called Payment Capacity (Capag), a classification made by the federal government based on criteria such as indebtedness, savings and liquidity of the municipal management.

This concept can range from D to A, a note that is used to classify, for example, financing that the Union grants to municipalities. The municipality of Rio, which was classified as B, is currently in category C.

The proposal foresees different measures to be adopted according to the level at which the city’s accounts are found. In the current category, special charges must be reduced by 50%, and expenses are limited to 97.5% of the total revenue. The quantity and intensity of measures would be increased if the municipality were to move to category D, for example.
