According to Lev Vygotsky, one of the greatest thinkers in the field of educational psychology, the student’s cognitive development takes place through social interaction, that is, through their interaction with other individuals and with the environment, enabling the generation of new experiences and knowledge.
Against this thought is home teaching (or homeschooling), whose implementation was approved in the first round by the Legislative Assembly of Paraná (Alep), on August 24th. For specialists heard by Brasil de Fato Paraná, the ones who lose out with the proposal are the students.
Attempting to implement the homeschooling it is not recent, as Giselle Correa, PhD in educational policy and educational consultant, explains.
“Before the pandemic, it was already the subject of two groups: on the one hand, religious fundamentalists, with the justification that at home children would be protected from ‘communist teachers’. On the other, younger anti-vaccine and anti-school parents. I believe that this second group no longer supports the proposal. The neo-Pentecostals, on the other hand, are strong and reveal themselves in this project, taking advantage of the wake of remote education”, he says.
The professor of Pedagogy at the Federal University of Paraná (UFPR), Adriane Knoblauch, reiterates that the proposal is allied with the supporters of the School without a Party and points out that there is also a commercial interest in the subject.
“This proposal defends that parents can choose to teach their children as a form of ‘protection’ to supposed ideologies present in schools. But we must not forget that there is a publishing market that also defends such a proposal, especially Christian publishers, who see a valuable consumer niche in teaching material aimed at the homeschooling.”

On the pedagogical feasibility and implications for the learning process, the teachers are unanimous in saying that children and adolescents will be harmed.
“Unfortunately, Governor Ratinho Junior is following the same primer as Bolsonaro. While basic education is well scrapped, the federal and state governments have been intensifying their efforts for home education. But, unfortunately, the students will lose out, because the school is a space for socialization and collective experience”, says Adriane.
Giselle disputes the justification of the deputies supporting the project, who say that the proposal will bring savings to the state and more productivity for students.
“The State already invests very little in education and the justification that students at home will have less distraction is a biased look at the social role of the school and this initiative denotes the increasingly tortuous path that education has been taking”, he says.
In defending the withdrawal of the proposal in voting, the leader of the opposition, deputy professor Lemos (PT), said that the PL is unconstitutional.
“It’s bad for the child and bad for education. There are several countries that prohibit it, such as Germany and Brazil. It’s different from children going to school and studying at home. This is allowed. What is prohibited is allowing children not to attend school. That is why the Court of Justice considered that a law in this sense, approved in Cascavel, is unconstitutional. This is a matter that can only be appreciated in the National Congress,” he countered.
Deputies Tadeu Veneri (PT) and Requião Filho (MDB) also took a stand on the bill’s unconstitutionality.
The project determines the admission of home education, under the responsibility of parents or guardians, observing the articulation, supervision and periodic evaluation of learning by educational bodies. Practice is not mandatory. Parents will be able to choose between school or home education, the option must be communicated to a competent body defined by the Executive Branch through a specific form.
