State employees of various categories will make an act in the early afternoon of this Tuesday (21) in front of the Legislative Assembly of Rio de Janeiro (Alerj), in the center of the capital of Rio de Janeiro. The objective is to pressure the deputies to stop the austerity package with the measures sent by Governor Cláudio Castro (PSC) so that the state renews the Fiscal Recovery Regime (RRF) with the Union. of this Tuesday (21).

The text attacks the historic labor conquests of public servants and expands the loss of constitutional rights offered to the population, by also establishing a ceiling on public spending that could affect primary public services such as education and health.
The Executive’s proposal is so controversial that it has been so poorly received by Alerj, by labor categories and by representatives of various sectors that it has already received nearly 300 amendments with proposals to change the original text.
For state school history teacher Dorotéa Frota Santana, Castro’s project is “the worst of all worlds” for servers. She refers to a possible extinction of the triennium – additional for length of service and one of the few benefits that are incorporated into the retirement of civil servants.
“For us civil servants, this project is the worst of all worlds. The triennium is a historic achievement and is the only benefit you bring to retirement. What are we going to say to an education professional who is arriving now? He won’t have it nothing. It’s a package for the precariousness of the civil servant”, says the teacher, who is part of the board of the State Union of Education Professionals (Sepe).

President of Alerj’s Taxation Committee, Deputy Luiz Paulo (Citizenship) has been criticizing Castro’s project, which removes rights from servers, but does not bring any solution for generating revenue in the state. He said that the role of the Parliament is “borderline” in the sense of enabling entry into the RRF, but also of minimizing the impacts on public servants.
“Our position is that the triennium can only be extinguished for new employees joining the public service. We will try the same for the social security reform. We have two hypotheses to ease it. We will also vote on a proposal by André Ceciliano [deputado petista e presidente da Alerj] in which I am co-author so that there is a salary recomposition of 23 percentage points to be paid by January 2025”, explained the congressman.
For the technician of the Inter-Union Department of Statistics and Socio-Economic Studies (Dieese), Carolina Gagliano, it is important to highlight that the measures have been a “cut and glue” of the setback adopted by the Union’s Minister of Economy, Paulo Guedes , and his team.
“There are always the same measures and formulas, no matter if we are talking about the Union, States or Municipalities. In other words, the measures do not take into account local realities and do not bring anything new in terms of economic development and job creation.
The answer is always to reduce expenses and limit expenses. Almost a mantra”, criticizes the Dieese sociologist.
Gagliano also disagrees with the governor’s recent speeches about the supposed increase in public spending in recent years to justify administrative and social security reforms. According to her, the proposal does not prioritize how the state can generate new revenue.
“Unlike what the governor says in the messages of these bills, there has been no lack of control over spending in recent years. What happened was a brutal reduction in revenue, especially due to the price of a barrel of oil that plummeted. It is a problem of economic structure. location, highly dependent on a commodity with volatile prices and a peculiar characteristic, which is its finitude”, points out the technician.
Carolina Gagliano’s speech is confirmed by data from the National Treasury Secretariat. From 2014 to 2020, the state’s primary expenditures varied between R$64.5 billion in the first year of the series and R$58.9 billion last year. In some years, the drop in spending has varied up to 14% for less, as was the case in 2015, according to data from the State Government itself.

The sending of the project, which from the perspective of several actors involved in the debate, occurred in an accelerated manner to avoid questioning and counter-proposals, also showed Castro’s adhesion to President Jair Bolsonaro (no party), including a focus on the 2022 elections, in which the governor will seek re-election. Therefore, the state government included reforms that were not required for the RRF.
“Not only are we going to leave, in 10 years’ time, more indebted than when we entered. Another point is that the governor sent messages to Alerj that exceed what is required by the regime to make the adhesion, the state government is more rigid than the system itself, included administrative and social security reforms and a spending ceiling,” explains Gustavo Belmonte, president of the Association of Public Defenders (Adperj) and member of the Permanent Forum of Public Servants of the State of Rio de Janeiro (Fosperj).
Last Thursday (16), at a public hearing at Alerj, the parliamentary advisor to the Public Defender’s Office, Maria Carmen Sá, suggested that whatever is not necessary for the state’s entry into the RRF and which harms the current ones, be removed from the text. active and inactive servers, especially those who earn less. According to her, the rules can be relaxed, since they do not need to be identical to those imposed within the Union.
“What the text sent by the government brings is not a transition rule because if the server is old and has the right to full pay, it needs to go up to 62 and 65 years. In addition, it is harder on women, increasing in 7 years to age against 5 for men. The rules don’t have to be the same, we can ease it up. It is not necessary to tax those who earn below the ceiling, penalize those who earn less than the user of the Public Defender’s service,” said Maria Carmen.
According to Gustavo Belmonte, given the Executive’s misuse of purpose, Alerj had an obligation to return the project to the governor. The public defender argues that the proposals contained in the document are unjustifiable. He explained, for example, that the RRF does not address the extinction of the triennium in a generic way, nor, in the case of social security, does it mention the charging of a fee for retirees.
“On the other hand, the Spending Ceiling is the most reckless point of these reforms, it is a giant trap for any state, even for the Union. We saw what happened in the federal government [a partir da Emenda Constitucional nº95]. The Spending Ceiling causes death, and it will also cause death here because it prevents aid to families, prevents Rio de Janeiro from developing and ties up expenses regardless of what may occur in this context of the pandemic”, explains Belmonte.
“Since the Ceiling Amendment, back in 2016, still with Michel Temer as president, we have a series of legislations that limit the Public Administration from holding public examinations, readjusting salaries of employees, putting a ceiling on personnel and related expenses. operation of public policies, without changing debt-related expenses, reduce social security benefits”, concludes Carolina Gagliano, from Dieese.
